Regular session of the Lackawanna City Council met in the Council Chambers, Council President Chuck Jaworski presiding.   The meeting was preceded by the Pledge of Allegiance led by President Jaworski.

ROLL CALL: Present: Noman, Szymanski, Kulczyk, Schiavi, Jaworski

Approval of minutes of regular/organization meeting of January 4, 2010.

Lack of Federal Aid:

•  To:       City Council

Recently, the Buffalo News reported that a massive bill of 1.1 trillion dollars was passed by congress. Western New York was getting forty (40) million dollars. Call it congressional pork or legislative earmarks or simply our local representatives making sure they get their fair share. We in the City of Lackawanna did not receive anything. It is apparent that Senator's Gillibrand and Schumer and Congressman Higgins have forgotten the City of Lackawanna again, as usual. We as a community should forget them.

Three million dollars more for the waterfront projects, when will they improve South Park Avenue ? This letter is to inform the council and our citizens about the lack of concern from our representatives for the City of Lackawanna .

            I am requesting you Honorable Body to grant permission for the Limestone Hill Gang's annual St. Patrick's Day Parade and Festivities. The event will take place on Wednesday, March 17 th , 2010, and they are requesting a permit, a podium and to raise the Irish Flag. Thank you in advance for your cooperation.

Bingo Inspectors:

I am requesting the approval for the appointment of the following three (3) bingo inspectors for the City of Lackawanna for a two (2) year appointment.

            These appointments will expire December 31, 2011.

Sale of Property – Wasson , Hamburg Tpk, & Steelawanna:

To:       City Council

  My office as received an offer from NRP Group LLC to purchase the above-

  mentioned properties for the construction of a single family home. The combined assessed value of all parcels is $21,100; the NRP Group LLC is offering $15,000 for the land.

It is my recommendation that the City Council sell the parcels to the NRP Group LLC for $15,000. This offer is contingent upon the approval of the sales contract by the City Council and Law Department.

Resolution #4, 2010 – Marriage Officer:

WHEREAS, New York State on April 15, 1988 amended the Domestic Relations Law A-1077, allowing the governing body of a municipality the right to appoint Marriage Officers for period not to exceed four years, effective January 1, 1988,   and;

WHEREAS, the Marriage Officers shall have the authority to solemnize marriages in the municipality which makes said appointments, and;

WHEREAS, the Lackawanna City Council is desirous of appointing a marriage officer in conformance with the Domestic Relations Law,

THEREFORE, BE IT RESOLVED,   that Abdul S. Noman, be and he is hereby appointed as a Marriage Officer for the City of Lackawanna, said term not to exceed four years, a limitation as imposed by the law of New York State;   and

            BE IT FINALLY RESOLVED,   This resolution shall take effect immediately.

Moved by Jaworski, seconded by Szymanski to adopt the resolution.
