Regular session of the Lackawanna City Council met in the Council Chambers, Council President Chuck Jaworski presiding.   The meeting was preceded by the Pledge of Allegiance led by Council President Jaworski.

Moved by Szymanski, seconded by Jaworski that Commissioner of Public Works be excused from the meeting.

Approval of Minutes of reorganizational meeting of January 2 nd and regular meeting of January 7, 2008.

Moved by Kulczyk, seconded by Jaworski to adopt minutes of   meetings of January 2 nd and January 7 as written.

St. Patrick's Day Parade

Work Session request

To: City Council

I request a work session at everyone's earliest convenience to discuss the feasibility of a new city hall for our city. I request a work session with the city council, traffic and safety board and public safety   at everyone's convenience   1 st ward residents are getting a lot of tickets so our code may have to be changed accordingly.

Bingo Inspectors

I request the council re-appoint the three current bingo inspectors as follows:

Glendolyn Davis, Connie Bauer and Blanche Galvin

These persons are well versed on the New York State bingo laws and have been doing an outstanding job in the capacity of bingo inspector.   I ask that you reappoint with the term expiring on December 31, 2009.

Resolutions

Resolution # 8___, 2008

Marriage Officer

Whereas, New York State on April 15, 1988, amended the Domestic Relations Law A-1077 allowing the governing body of a municipality the right to appoint marriage officers for a period not to exceed four years, effective January 1, 1988 and

Whereas, the marriage officers have the authority to solemnize marriages in the municipality which makes such appointments and                                            

Whereas, the Lackawanna City Council is desirous of appointing a marriage officer in conformance with the Domestic Relations Law;

Therefore be it resolved, that Charles Jaworski, Council President of the Lackawanna City Council, be and he is hereby appointed a Marriage Officer for the City of Lackawanna said term not to exceed four years limitation as imposed by law.

            THIS RESOLUTION SHALL TAKE EFFECT IMMEDIATELY

Resolution #   9   , 2008

Street name change – Creekside to Alliance Drive

Whereas, the city already has a street, drive or avenue named Creekside, so it is hereby

Resolved, that Creekside Drive, First Ward, City of Lackawanna, New York is hereby changed and amended to Alliance Drive, and the City Clerk shall notify all interested parties of this change.

            THIS RESOLUTION SHALL TAKE EFFECT IMMEDIATELY

Resolution #___10 2008

Dedication of Alliance Drive as a public thoroughfare

Therefore, be it resolved, that Alliance Drive, be and it hereby is dedicated as a public thoroughfare and the City Attorney directed to prepare and file a deed in the Erie County Clerk's Office in conformance with this resolution.         

THIS RESOLUTION SHALL TAKE EFFECT IMMEDIATELY.
