Regular session of the Lackawanna City Council met in the Council Chambers, Council President Ronald R. Spadone presiding.   The meeting was preceded by the Pledge of Allegiance led by Council President Spadone

Truman Elementary McTeachers Night

Lackawanna Retiree's Health Insurance Costs;

To:   City Council

The City of Lackawanna has over 180 retirees. Of this figure, the top 45 retirees cost the city $963,527.00. In this group the top 16 cost the city $22,700.00 each.   Given the various problems and cost of the ISG (former Bethlehem Steel) reassessment case, Ridge Road Bridge Reconstruction Project, etc., the city cannot afford the $1.00 co-pays and refusals to change health insurance.   I am requesting a meeting with the council and myself to discuss health insurance and liability costs caused by certain practices in the city.

Costs of Photocopies

Attached please find an ordinance for your approval, amending the Municipal Code Chapter 5, Section 5.7(a) reproduction of documents.   This reinstates the fee of $.50 for copies of documents.   Somehow this was not carried over into our new code and hence, needs an approved ordinance so the fee can be submitted to be included in our current municipal codebooks.

Advertise for Bids – Grass Cutting

Intention to Retire – City Comptroller

To:   City Council

Please let this letter serve as notification of my intent to retire on February 27, 2007. I am hereby availing myself of the benefits allotted under the provisions of the non-bargaining ordinance that was approved by the Council at their meeting of November 21, 2005.   I will be willing to continue working for the balance of the 2006-2007 fiscal year at a much-reduced salary.

Award Contract – Police Vehicle

I have reviewed the bids that were submitted for the purchase of one (1) 2006 Ford Crown Victoria police cruiser.   I recommend that the contract be awarded to the low bidder, Jack Adkins Ford, 1212 Abbott Road, Lackawanna with a bid of $22,716.   Funds are available for this vehicle in the city's current operating budget in account A3120.250.

Disaster Plan

Attached is a resolution regarding the City of Lackawanna Disaster Plan. This resolution needs to be adopted in order to be eligible for Federal/County/State funding.

Sale of 123 & 129 Gates Avenue – Paul Olszowy

To: City Council

My office has received an offer from Paul Olszowy to purchase the above-mentioned property to be used for a retail cabinet store. The parcel would have a lot size of approximately 225 X 150.   It is my recommendation along with that of William Eagan Empire Development Zone Director that the Council sell the above parcel to Paul Olszowy for the sum of $5000. The purchaser will be responsible for the cost of the survey and any closings fees incurred by the city's law department.

Easement between Home & Cottage Place

Resolution #5, 2006

  Now therefore be it resolved, that the Mayor is authorized to sign the easement agreements with Erie County Water Authority involving a parcel between Home and Cottage Place

Ordinances

Reproduction of   Documents

An ordinance amending Chapter 5, Section 5.7 entitled “fees for reproduction of documents, etc.” of the Municipal Code of the City of Lackawanna.

Be it enacted by the City Council of the City of Lackawanna as follows:

That sub-paragraph 5.7(a) is hereby amended and changed to read as follows:

•  for a Photostat copy of a paper, document, or any instrument – for each page or portion thereof, the fee of $.50 per page.

THIS ORDINANCE SHALL TAKE EFFECT IMMEDIATELY.

Sale of Property – Paul Olszowy

An ordinance authorizing the sale/transfer of property pursuant to Municipal Code section 107.

Be it enacted by the City Council of the City of Lackawanna, New York as follows:

Section 1.   That the City Council hereby approves the transfer of property formerly known as Gates Avenue, a parcel 60 feet by 270 feet to Paul Olszowy.

Section 2.   That the transfer is made for the sum of $5000 in cash to the City of Lackawanna.

Section 3.   That the purchaser/transferee shall be responsible for expenses related to the transfer other that those specifically belonging to the city of Lackawanna.

Section 4.   That the Law Department shall prepare document to be executed for the transfer of the property.

THIS ORDINANCE SHALL TAKE EFFECT IMMEDIATELY.
