Regular Session of the Lackawanna City Council met in the Council Chambers, President Chuck Jaworski presiding.   The meeting was preceded by the Pledge of Allegiance led by President Jaworski.

Chamber of Commerce $20,000 support:

The Lackawanna Chamber of Commerce has approached me asking for support from the city in the amount of $20,000.   They said they have spoken to the council and this letter is to inquire as to your support for this idea.   I am asking for a yes or no vote on this figure.

Bids on Fire Prevention & Safety Grant:

I have reviewed the bid for our Fire Prevention & Safety Grant.   I recommend the bid be awarded to the only bidder, Alert-All, of New Holland , Pennsylvania for the grant award of $6,490.00.

Bids on the Assistance to Firefighters Grant

I have reviewed the bids for the equipment for the Assistance to Firefighters Grant.   I recommend the bid be awarded to the lowest bidder, Colden Enterprises, Tonawanda , New York for the bid of $19,304.20.

RESOLUTIONS:

Resolution #15, 2010 Szymanski Marriage Officer: 

WHEREAS, New York State on April 15, 1988 amended the Domestic Relations Law A-1077, allowing the governing body of a municipality the right to appoint Marriage Officers for a period not to exceed four years, effective January 1, 1988,   and 

WHEREAS, the Marriage Officers shall have the authority to solemnize marriages in the Municipality which makes said appointments,   and 

WHEREAS, the Lackawanna City Council is desirous of appointing a Marriage Officer in conformance with the Domestic Relations Law.   

NOW, THEREFORE, BE IT RESOLVED, that Geoffrey M Szymanski, be and he is hereby appointed as a Marriage Officer for the City of Lackawanna, said term not to exceed four years, a limitation as imposed by the law of New York State,   and

BE IT FINALLY RESOLVED, this resolution shall take effect immediately.

ADVERTISE FOR SALE USED POLICE CARS:

To:       City Council

The Lackawanna Police Department has several older/or high mileage vehicles that need major repairs.   Due to the age and /or mileage it is not worth putting money into these vehicles.   Therefore I would ask the Honorable City Council for permission to advertise these vehicles for sale.   I would also ask that the proceeds from the sale of said vehicles be placed into the police repair account which is A.3120.0443.

The four vehicles are as follows:

•  1999 Ford Crown Victoria , 4DSD, color blue

•  2000 Ford Explorer, SUV, marked patrol vehicle #21

Vin # 1FMZU71E0YUB61429 – Mileage – 70,145

•  2004 Ford Crown Victoria , 4DSD, marked patrol vehicle #22

Vin # 2FAFP71W54X118172 – mileage – 121,500

The police Department also has one vehicle that was seized through the Drug Enforcement Agency.   We would like to also advertise that vehicle for sale.   As per forfeiture law, the proceeds from that sale have to be placed into the Narcotics Account which is A.695.

•  2002 Chevrolet Trailblazer, SUV, color gray

I gratefully appreciate your approval in selling these vehicles. Once I am notified that we can proceed, the Purchasing Director will place said vehicles on EBay.

Emergency Funding – Repair of DPW Building

To:   City Council

Please schedule a special meeting to confirm the accident on April 20, 2010 and declare an emergency allowing the Commissioner of Public Works to safe guard and repair the DPW building as soon as possible.

Moved by Jaworski, seconded by Schiavi to approve funds for the emergency repair of the Department of Public Works building up to the amount of $30,000.   After studies are complete on the total repairs, the work is to be put out for bidding.
