Carried 5 - 0 Parking on Spruce Street To: City Council I seek approval of traffic ordinance amending the parking on Spruce Street . The Council approved a traffic ordinance which maintained parking on one side of Jackson Street at the meeting of April 19, 2010. This ordinance amending parking on Spruce Street will alleviate the persistent problem of cars parking on both sides of Spruce Street , making it impossible for any emergency vehicles to enter. He states that per the engineering company, TVGA, repairs should proceed under emergency procedure of the city code because the bidding process can result in an unmanageable delay. In order to account for the grant it will be necessary to amend the current operating budget recognizing the revenues and expenditures relating to the project. Carried 5 - 0 Resolutions: Resolution #17, 2010 J P Morgan Chase Credit Cards Be it resolved, that the mayor is authorized to sign the service agreement with JP Morgan Chase to allow payment processing service of credit card payments to the city to be effective on the date the agreement is accepted by the bank. The budget is amended to add the sum of $190,000 to budget code A5132.0443, repairs and replacements, to appropriate $190,000 of the city's fund balance. The budget is amended to add the sum of $56,628 to new budget code A3410.0281 Fire Equipment Grants, and new revenue code A3810, State Aid-Fire Equipment Grants. Carried 5 - 0 Budget Ordinance Operating Budget 2010-2011 An ordinance adopting the current expense budget of the City Lackawanna for the fiscal year 2010-2011. as follows: Section 1. The City Charter requires the City Council adopt a current expense budget for the fiscal year August 1, 2010 through July 31, 2012, showing all city expenditures and revenues and including the real property tax rate. Section 2. That the sum of $8,888,675 being the entire amount determined to be necessary to be raised by taxation to defray the expense of the City for years 2010-2011 fiscal year, apportioned in the amount of $3,888,559 for properties qualifying as homestead properties and $5,000,116 for non-homestead properties, in accordance with the detailed statement of revenues and expenses as estimated and adopted by the City Council be and the same hereby levied upon all real and person property subject to taxation upon the assessment roll of the City of Lackawanna. Section 3. That the City Clerk be and hereby is directed to extend and apportion the said sum levied and to be raised by taxation as aforesaid in the last assessment roll of the City, delivered to her and to deliver a certified duplicate of the same, with a warrant annexed, under the seal of the City of Lackawanna, commanding her to receive, levy and collect the several sums in said roll, specified as assessed against persons or property therein mentioned or described with such percentage in the manner provided by law for the collection and levying of city taxes by the City Treasurer. Section 4. That the following schedule be and the same is hereby adopted as the current expense budget of the city of Lackawanna for fiscal year August 1, 2010 through July 31, 2011, along with the revenues and taxation estimated and levied therein be and hereby is appropriated in the sums set forth in the third column of said schedule to the use of several boards, departments and offices for the purposes enumerated therein to wit: Homestead tax rate $11.93 of assessed valuation Non-Homestead rate $35.25 of assessed valuation Section 5. That the City Clerk be and is hereby directed to forward a copy of this ordinance to the City Treasurer, Administration and Finance, City Comptroller and City Attorney.
