Regular session of the Lackawanna City Council met in the Council Chambers, Council President Chuck Jaworski presiding.  The meeting was preceded by the Pledge of Allegiance led by Council President Jaworski.

Signs/Posters in City Hall

  1. To: City Council

I am requesting the Council make it policy of the City that all signs or posters that are put on any hall wall be approved by the Mayor’s Office before going up.  This does not affect the council board outside of the Council or the courts.

Tree Planting between sidewalk and Street

  1. To: City Council

There are two issues of concern.  The first being that it is illegal to plant a tree between the sidewalk and the curb.  In numerous areas I have seen new trees planted that then become the responsibility of the city.  It costs the taxpayers money to remove these trees and replace the sidewalk.  We will enforce the law.  Secondly, there have been several clips on the local news stations regarding open fires in residential areas. Open burning is illegal under city law and also state law.  These items should be passed on to our residents for their knowledge (note:  this policy has been placed on the city’s website)

New line item for mileage claims

 I request your honorable body create a new line item with departments broken down in it. To include DPW, Police, Fire, Recreation, Administration and all other city vehicles claimed for any travel.

Requests raising travel mileage from .31 cents per mile to 58.5 cents per mile so that business travel expenses are covered.

I request your honorable body to vote to downsize the City Council from five members to three members to save tax dollars.

Request for pay raise for senior center staff

  1. To:  City Council

I request a raise for the Senior Center Staff to alien with the cost of living, should be parelled with other city staff.

Sale of Property Offer – Donna Bandich

  1. To: City Council

After numerous conversations with Ms. Bandich, I believe selling the vacant lot adjacent to her property is in the best interest of the city. It is her intent to pay for topsoil at her own expense, fence in the yard, thereby increasing the value of the property, while acquiring a lot owned by the city  and not collecting monies from taxes, hence taking the responsibility off the city. There has been two years of abandonment on this property and lack of interest from any other party to purchase this non-buildable lot

Award Contract – Generator

I recommend your honorable body award the contract for the spark ignited natural gas generator at the Senior Center to Buffalo Motor and Generator Corporation for their bid price of $32,007.

Award Contract – Resurfacing

  1. To: city Council

TVGA Consultants has reviewed the bids for the 2008 Pavement Replacement Project. I recommend the city award the project to Amherst Paving for their unit price bid for items Base Bid A, Base Bid B and Alternate Bid items 2, 4 and 5 in the amount of $1,588,797.70.  Alternate Bid items, 2, 4 and 5 is for work completed on Fernald, Weisner and Boardman Roads located in the Town of West Seneca. Total cost of this work has been estimated at $80,615.65 for which West Seneca will reimburse the city.

Stop Signs – Maple Grove

  1. To:  City Council

Since Franklin School has been closed for a number of years, and the number of pedestrians crossing at Electric Avenue and Maple Grove Avenue has been greatly reduced, I suggest in place of the traffic light the following should be installed:

  1. stop sign placed on Electric at northwest side of intersection.
  2. stop sign [;aced pm Electric at southeast side of intersection.
  3. stop sign placed on Maple grove at northeast side of intersection.

Resolution #34, 2008 – Maintenance agreement – Ridge Road/South Park

A resolution authorizing the city attorney to contact the NYSDOT to advise that unless a maintenance agreement is reached by the city and NYSDOT the weight limit for Ridge Road shall be made permanent.  The authorization is extended to include South Park Avenue.
