Regular Session of the Lackawanna City Council met in the Council Chambers, Council President Chuck Jaworski presiding.   The meeting was preceded by the Pledge of Allegiance led by Council Jaworski.

Award bid for Repair of Dept. of Public Works Bldg:

I am requesting your Honorable Body award the contract for the repair and rehabilitation of the Department of Public Works Building to the lowest responsible bidder.   Thank you in advance for your action on this matte

Offer for Property at 31 South St :

•  To: City Council

My office has received an offer for 31 South St (SBL #141.68-3.1)

  from the Lackawanna Islamic Mosque of 154 Wilkesbarre St., in the amount of $5,000.   The parcel is approximately 6.5 (A) of which half is unusable.   The current assessed value for the 2010 Tax Roll is $20,000.   The purchaser would be converting the land for use as a Cemetery.   It is my recommendation that the City council sell the above property to Lackawanna Islamic Mosque for $5,000.   If approved by Council buyer shall be liable for all fees and cost of survey.

Sale of 30 Victory to M. Adams:

To:       City Council

            My office has received an offer for the above mentioned parcel from Michael J. Adams of 26 Victory Ave , in the amount of $1,500.   The lot size is 36 x 143 with an assessed value of $5,500.   The purchaser would be adding a garage to the parcel and fencing.   It is my recommendation that the City Council sell the above property to Michael J. Adams for $1,500.

Sale of 173 Holbrook to E. Alvarez:

To:       City Council

            My office has received an offer for the above mentioned property from Ernesto Alvarez of 179 Lehigh Ave. , in the amount of $7,000.   The parcel is approximately 90 x 101 and contains a three family dwelling, the purchaser would rehabilitate the property.   The current assessed value for the 2010 Tax Roll is $38,000.   It is my recommendation that the City Council receive and file this offer until a condition report is received from the Engineering Department.   If approved by the Council buyer shall be liable for all fees and cost of survey.

Moved by Jaworski, seconded by Noman to approve the request. City Attorney to prepare the necessary ordinance   for the sale with a reverter clause stipulating that the property must be brought up to code within eighteen (18) months or property reverts back to the city.

Resolutions:

Arthur Pluta Retirement :                 Resolution #29, 2010

RESOLVED, that the New York State Comptroller decision in approving the      retirement application of Arthur Pluta certifying more than 30 years continuous service credit with the City of Lackawanna, excluding the three (3) year incentive credit allowed by the State of New York, is controlling on the City of Lackawanna and he is therefore entitled to all retirement benefits as a thirty year employee of the City of Lackawanna as provided in his local union's Collective Bargaining Agreement with the City.

Moved by Jaworski, seconded by Schiavi to adopt the resolution as written.
